Project

The loan has been provided for Hemsö Fastighets AB (Hemsö) for the refurbishment of three educational buildings in Finland and the construction of new police headquarters in Borlänge, Sweden. 

1.Lemminkäisenkatu 30, Turku 

The building located on Lemminkäisenkatu in Turku currently houses the Turku University of applied sciences and will after renovations house Turku International School alongside the university. The renovations will be completed in the second half of 2025. 

2. Siltavuorenpenger 10, Helsinki 

The building located on Siltavuorenpenger currently houses the Faculty of Education of the University of Helsinki. The building was established in 1961. The company plans for the building to undergo extensive renovations to fulfil requirements set for modern art education. After the refurbishments, set to be completed by mid-2025, the Visual Arts School of Helsinki and Kallio Upper Secondary School of Performing Arts will move into the building’s premises. 

3. Hämeentie 80, Helsinki 

By mid-2026, the company will also have renovated the Vallila elementary school premises. The renovations include the renewal and strengthening of the building structures, updating the technology used in the building, and renovating the yard. The school was originally completed in 1902, and it serves around 435 pupils. The building will be leased to the City of Helsinki. 

4. Police Station in Borlänge, Sweden 

Furthermore, Hemsö will construct a new 21,600 m2 police station in the centre of Borlänge. The new station will replace the local police’s current premises, which were built in the mid-1970s. The premises will be leased to the Swedish Police Authority.  

NIB and Hemsö have signed a previous loan in 2018 to finance the construction of the “Patienten” life science centre in Solna, Sweden. 

Hemsö Fastighets AB is a Swedish real estate company that owns, manages and develops social infrastructure in Finland, Germany and Sweden. The majority of the company is owned by the Third Swedish National Pension Fund (AP3). Hemsö was founded in 2008.

Renovation of educational buildings in Finland

High-quality education is important for economic growth and employment. Economic research indicates that public investment in high-quality early childhood education yields substantial returns. The facility in Turku will host the Turku University of Applied Sciences and the International School of Turku, which will feature an elementary school and a pre-school. The student population at the International School is anticipated to increase from 250 to 450, with additional teachers expected to be hired. 

The Siltavuorenpenger facility in Helsinki will accommodate the Visual Arts School of Helsinki and Kallio Upper Secondary School of Performing Arts after renovation. The new premises will meet the requirements of art education and allow for an increased student capacity, currently estimated at 480 students, which is an increase compared to previous locations. In terms of environmental benefits, the renovation project aims to improve the building’s energy class from a level C to an A. 

The Hämeentie facility will be renovated and rented out to City of Helsinki to continue housing the Vallila elementary school. While the number of pupils is expected to remain steady, the renovation aims to provide a more stimulating learning environment and improved indoor climate. The renovation project aims to improve the building’s energy class from a level G to an A. 

 

The new police station in Borlänge will replace an outdated facility and centralize Borlänge’s police force’s operations. Currently, the police force is spread across several locations. The police force is growing in the region, meaning that the station is designed to accommodate the Swedish Police Authority’s current and future needs in terms of capacity and flexibility. The building has been relocated to reduce response time and facilitate access to the main road E16 for patrols, which is important for emergency response. 

Modernising the station’s premises to accommodate a more centralised approach is expected to improve the security of critical public services.  

The building meets today’s high-security standards and is equipped with appropriate operational facilities and improved capabilities for handling sensitive operations and materials. 

The new police headquarter will be certified with Miljöbyggnad Gold.
