Project
The loan has been provided to finance three infrastructure areas within Uppsala Vatten och Avfall Ab’s business: upgrading the drinking water supply production and distribution, improving the wastewater treatment system and expanding the waste management facilities for the city of Uppsala, Sweden.
The first area includes investments in the full-scale fresh water plant Galgbacken and the expansion of the water distribution network. The project is intended to secure drinking water supply for new residential areas.
The second allocation under the loan is earmarked for the expansion of the sewage network and the upgrade of the Kungsängen wastewater treatment plant. The investment supports urban development and the gradual accommodation of higher wastewater loads from up to 50,000 new connections.
The third project financed concerns increasing the capacity of the waste management facilities, including investments in the biogas production capacity, waste handling and lifecycle parks at waste sorting facilities (the Hovgården landfill).
Uppsala is the fourth largest municipality in Sweden and has approximately 215,000 inhabitants. Since 2007, the population has been growing by an average of 1.1% per annum. The municipality has a large services and public sector, and hosts a biotechnology cluster.
Uppsala Vatten och Avfall Ab’s business is based on environmental technology, and is responsible for public water and waste treatment services in Uppsala.

Competitiveness:
The investments in fresh water distribution, wastewater and waste management are expected to allow the network to accommodate up to 50,000 new household connections, supporting sustainable urban development.
Environment:
The expansion of Uppsala’s sewage network and the upgrade of the Kungsängen wastewater treatment plant are to ensure that the quality of discharged wastewater from a growing population remains at an acceptable level.
The biogas investments include the installation of a new digester and pre-treatment unit to process increased flows of organic waste. This is expected to increase the output by 46%. The additional biogas will be used by busses, taxis and waste collection vehicles.
Sustainability summary
The key environmental issue linked to the population growth in Uppsala is discharge of wastewater to the river Fyrisån. The upgrade of the Kungsängen treatment plant is to ensure that the quality of the discharged water will continue to meet HELCOM recommendations in the future. Increased biogas production capacity is assessed to have a positive climate impact, and contributes to Uppsala’s goals to become fossil-free by 2030 and climate positive by 2050.
